You need a domain in order to use Google Workspace. Your domain name is what appears after the www. in your website URL. If you already have a domain, enter it when you sign up for google workspace.

You must give every person in your organization a user account and a Google Workspace license for availing of Google Workspace services. An account gives every user a name and password for signing in to Google Services.

You can assign administrator roles for users to better manage your Google Workspace or Cloud Identity account. You can grant access to your google account console by assigning different roles to users. You can make a user a super administrator who can perform all tasks in the admin console.
